Toddler Learning Center (TLC) is a private non-profit 501 (C) (3) agency that was started in the Fall of 1985. Families receive services regardless of ability to pay. Funding sources include school districts, Island County, private insurance, United Way, Combined Federal Campaign, private and community donations, and annual fundraisers.
Most of TLC's therapy, educational, and parent support services are provided in the home. This is so therapists and teachers can support parents and caregivers to implement therapeutic practices into daily routines to facilitate a child's development 24/7 rather than just an hour or two of therapy per week. Parents are an important part of a team effort to support their child's development during critical time of rapid brain growth. On North Whidbey, TLC offers therapeutic classroom opportunities for 2 year olds to build self-help skills, social and communication skills, and the ability to follow routine and make transitions. These classes are a collaborative effort of a transdisciplinary TLC team and the Early Head Start (EHS) team working together in inclusive classes - 1/2 TLC children and 1/2 typically developing peers from EHS. South and Central Whidbey children receive most services at home, but are invited to bimonthly parent child groups inclusive with the EHS program on South Whidbey.
